Phoenix Software lands £75m government contract

The three-year deal will run until 31 August 2028

Phoenix Software has secured a £75m contract with the UK Ministry of Defence (MoD) under the Value Added Software Agreement (VOSA).

The deal came into effect on 1 September 2025 and will run until 31 August 2028.

The three-year deal reportedly represents Phoenix’s first major direct engagement with the MoD.

Awarded through the Crown Commercial Service’s RM6098 framework, VOSA is aimed at centralising and optimising the procurement of commercial off-the-shelf (COTS) software across the defence apparatus.

The VOSA agreement is intended to become the main route for all software tail spend across the MoD, simplifying procurement, delivering transparency and cost efficiency and helping to boost the defence ministry’s digital transformation.

The MSP’s winning bid will focus on enhancing the MoD’s visibility and control over its software spend across thousands of buying entities.

It will also aim to help VOSA provide a centralised view of vendor and user-level spend, enabling centralised procurement as well as cost transparency and optimisation.

“We are delighted to support the Ministry of Defence in this critical transformation,” said Keith Martin, sales director at Phoenix Software.

“VOSA is not just a contract, it’s a platform for innovation, transparency, and long-term value for the UK’s defence community.

“It will provide the MoD with a much simpler route-to-market for software purchases, while providing greater transparency and optimisation of its software spend.”

Over the past 12 months, Phoenix has reinforced its links with local and national entities across the UK.

In October, it secured a place on the new ICT Framework launched by Northamptonshire Police, Fire, and Crime Commissioner (NPFCC) in collaboration with BlueLight Commercial.

The North Yorkshire-based MSP is not the only partner to have secured contracts with British institutions recently.

Last week, Capita was awarded a nearly £9m deal with by Kent County Council (KCC) to provide contact centre services supporting 1.6 million residents.

In November, the Department for Transport (DfT) selected Kainos to manage its Bus Open Data Service (BODS) platform.

A month prior, Softcat, the number one company on CRN’s Top VARs list, was named as the official supplier for the South East Grid for Learning’s (SEGfL) national software framework, with a value of up to £500m.
