Civica anticipates the contract to be worth £45m over all three phases of the nine-year scheme.
The VAR has also won a contract with Essex County Council worth £3.3m over three years to provide the foundation of a shared learning environment for schools across the county.
Simon Downing, chief executive of Civica said: "We believe that both programmes have the potential to transform the educational environment for the benefit of all."
